SCAPR represented a “rebirth” from a previously existing LA Reps organization that had functioned with sporadic success since the Air Force Western Development Command was established on Arbor Vitae Boulevard in Los Angeles to start the United States intercontinental ballistic missile (ICBM) and space programs in the mid-1950s.

The SCAPR Executive Committee is a volunteer group composed of active members of SCAPR. Committee members self-nominate to annually open positions and are elected by the membership. Typically, at the end of each year, the current President becomes Special Advisor and each member is rotated to the next position, resulting in an open Activities chair. In the case of resignations from the Executive Committee, following year assignments will be designated by the incoming President and elections will be held for the remaining positions.
