Speaker Bio
Mr. Parra is the Director of Small Business Programs for US Space Force, Space
Systems Command (SSC) located at Los Angeles AFB. In his role, he oversees the small
business offices at LA AFB, Vandenberg SFB, and Patrick SFB with the goal of
maximizing small business opportunities at the prime and subcontracting level. His goal
is to foster small business competition within SSC’s $11B procurement portfolio in order
to deliver the most innovative, agile solutions to our nation’s warfighter and to expand
our defense industrial base.
Prior to coming to SSC, Mr. Parra was the Procurement Center Representative (PCR) for
the U.S. Small Business Administration (SBA) in Los Angeles. He was responsible
for working with federal buying activities in California, including SSC, to ensure
compliance with relevant small business regulations and policies.
Mr. Parra started his acquisition career path at NASA’s Jet Propulsion Laboratory,
the Defense Contract Management Agency (DCMA), and private industry. As a subject
matter expert in the field of small business policy, he was invited to work with the
government of the Dominican Republic to advise on the creation of a local small business
program.
