Speaker Bio

Mr. Michael Dolan is the Deputy Space Force Program Executive Officer (DSFPEO) for Space Sensing, United States Space Force (USSF), Space Systems Command (SSC), Los Angeles Air Force Base (LAAFB), Calif. As the DSFPEO, he advises the SFPEO and guides the Acquisition Deltas across the $22B portfolio of Missile Warning, Missile Track, Missile Defense MEO, GEO, and Polar Space Systems; Space-based Environmental Monitoring and Tactical Surveillance Space Systems; U.S. Nuclear Detonation Detection Space Systems; and the Commercial Space Office activities, through their full lifecycle of acquisitions and operations, delivering warfighter dominance in space by outpacing the threat. In addition, Mr. Dolan is privileged to be the first Guardian to have been selected as an Air Force Spark Tank Finalist in 2023 for his Real-time Asset Management System innovation, receiving CSO funding support.

Mr. Dolan began his career in 1990 as an aerospace engineer at NASA Goddard Space Flight Center’s Flight Dynamics Division, supporting space shuttle ground operations and Tracking and Data Relay Satellite (TDRSS) ground terminal metric systems. He worked in the private sector from 1997 to 2016, focusing on satellite orbital design, launch integration, experimental systems development, and program management. During this time, he gained valuable experience managing multi-faceted programs and collaborating with a wide range of industry and government stakeholders. Furthermore, his expertise in satellite orbital design, ground development and operations, and launch systems integration and operations enabled him to contribute to the development of novel aerospace solutions.

From 2016 to 2018, Mr. Dolan served as the Executive Director and Senior Materiel Leader, Launch Enterprise Systems Directorate, SMC, USAF. He supported over 900 military, civilian, FFRDC, and contractor personnel in the acquisition, integration, development, and operations of the Air Force’s $62B Evolved Expendable Launch Vehicle (EELV) and the Rocket System Launch programs (RSL).  In addition, Mr. Dolan is privileged to be one of a select few civilians certified as a U.S. Air and Space Force Mission Director, ensuring mission success and space flight worthiness of the integrated space and launch vehicle total system for National Security Space (NSS) missions.

From 2018 to 2021, Mr. Dolan served as the Deputy Air Force PEO (AFPEO) and Senior Materiel Leader, Space Enterprise, SMC. He advised the AFPEO on program strategies overseeing 66 programs (11 ACAT1), 850 military and civilian personnel guiding a $27B portfolio of space programs through their acquisition, integration, development, operations, and maintenance cycles delivering enterprise capabilities through launch, ground, and sustainment programs, including cyber and technical services.

In 2021, Mr. Dolan served as the Deputy SFPEO for Assured Access to Space (AATS), USSF, a 22,000 government and contractor personnel organization, including Space Launch Delta 45 at Patrick SFB, Space Launch Delta 30 at Vandenberg SFB, and the Launch Enterprise Directorate at LAAFB and Kirtland AFB. As the Deputy SFPEO, he advised the SFPEO on all aspects of acquisition, integration, development, production, operation, and sustainment of the $14B portfolio of programs, including National Security Space Launch (NSSL), Rocket System Launch (RSL), and Launch and Test Range System (LTRS).
