SCAPR welcomes Colonel Matthew Spencer  for our July luncheon. Col. Matthew L. Spencer is the first Commander of the newly activated PNT System Delta, Space System Command, Los Angeles Air Force Base, California. He leads the GPS portfolio of programs which encompasses space vehicles and M-Code user equipment to the DoD and partner nations.

Speaker Biography

Col. Spencer graduated from Officer Training School in 1999. He has since served in a wide breadth of assignments at the joint and headquarters level from space to unmanned aerial vehicles to supercomputing and command and control. His career has included assignments at the Space and Missile Systems Center, US Southern Command, the office of the Secretary of the Air Force, the Missile Defense Agency, as well as the Air Force Research Laboratory and Electronic Systems Center. Prior to his current position, Col. Spencer led the Space Based Infrared System Geosynchronous Earth Orbit (SBIRS GEO) satellite 5 and 6, the Wideband Global SATCOM (WGS) satellite 11, and the Enhanced Polar System program offices. He also was responsible for developing, planning, and standing up the United States Space Force’s acquisition field command – Space Systems Center. SSC has a flat organizational structure with distributed S-Staff responsibilities to deliver capability at operationally relevant speeds. Previously, Col Spencer led the certification of the SpaceX Falcon 9 and Falcon Heavy rockets along with Blue Origin’s New Glenn rocket. As part of the Evolved Expendable Launch Vehicle (EELV) future acquisitions branch, he was responsible for developing and awarding the launch service agreements (LSA). These agreements leverage commercial investments in the launch market to meet National Security Space requirements for Phase 2 competitions.
