His work focuses on expanding the defense industrial base for advanced technologies\, empowering Guardian talent\, and accelerating technology transition to operational capability. \nHis journey commenced upon commissioning from the U.S. AirForce Academy\, leading to his most recent role as the Deputy Director for Acquisition Delta-Space Warfighting at Space Systems Command where he managed a Presidential priority multi-billion dollar classified portfolio. He holds an M.S. in Industrial Engineering from New Mexico State University and is an alumnus of the University of Southern California’s SHIELD program.

In that role Col Little leads a diverse portfolio acquiring over $1.4B of antenna services and data transport and networking capabilities. \nCol Little entered active duty in 2002 as a distinguished graduate of Clarkson University’s Reserve Officer Training Corps after earning his undergraduate degree in Aeronautical Engineering. At his first assignment\, Edwards AFB\, California\, Col Little was assigned to the F-22 Raptor flight test program as a Performance and Air Data Engineer. In 2004 he was accepted into the Air Force Institute of Technology’s Astronautical Engineering program at Wright-Patterson AFB (WPAFB) in Ohio. Upon graduation in 2006 he moved to Los Angeles AFB\, CA to take on a number of positions integrating space\, ground and user equipment at the Global Positioning System (GPS) Joint Program Management Office\, including Deputy Chief\, GPS Systems Integration Branch. From there Col Little was selected to join a Special Programs unit at Hanscom AFB\, MA in 2010 where he managed a $400M classified portfolio. His efforts earned him a seat at Air Command and Staff College at Maxwell AFB\, AL in 2013 where he graduated with academic distinction. In 2014 Col Little reported to the Pentagon where he served in the Secretary of the Air Force’s Acquisition Integration Directorate as an analyst and as the Military Assistant to the Deputy Assistant Secretary (Acquisition Integration). Upon being selected for command\, Col Little took over the $1B Protected Tactical Enterprise Service program as the Materiel Leader and led his team to an Air Force nomination for the 2018 Packard Award. He subsequently served as the Space and Missile System Center’s Section Commander\, responsible for good order and discipline of over 1\,400 service members. Following his Material Leader and Command opportunities\, Col Little was assigned as the Deputy Chief of the Advanced Development Division and subsequently picked to be the Chief of Staff for the Space Sensing Directorate\, before serving as Chief\, Enterprise Requirements and Architectures Division in Space Systems Command’s Space Systems Integration Office. \nLt Col Little deployed to Iraq in 2007 in support of Operation Iraqi Freedom\, and to Qatar in 2015 in support of Operations Inherent Resolve and Freedom’s Sentinel. Ms. Riedel is responsible for more than 600 contracts valued at $72 billion and the career development and training for more than 320 military and civilian contracting professionals. \nMs. Riedel began her Air Force career in May 2003 after graduating from the United States Air Force Academy with a Bachelor of Science in Business Management. During her four-year Air Force career\, she was responsible for a broad range of contracting activities including negotiating and administering multi-million dollar efforts\, interpreting acquisition policy and regulations governing DoD procurements\, and advising the program manager on key decisions by translating complex requirements into executable and sustainable contracting strategies. \nShe separated from active duty with the rank of Captain in 2007 and continued working for Air Force Space Command\n(AFSPC) as a support contractor with MCR Federal. She leads the SSIO team in uniting the Systems-of-Systems integration effort across all SSC PEO portfolios and with mission partners in the National Security Space enterprise. Prior to joining the Space Force\, she led the Graduate Systems Engineering programs at Loyola Marymount University. She previously worked for the US Air Force as a member of the Senior Executive Service\, as the Director of the Launch Enterprise Directorate\, Space and Missile Systems Center\, Air Force Space Command\, Los Angeles\, Air Force Base\, California. She was responsible for leading the acquisition\, integration\, development\, production\, operation and sustainment of the Evolved Expendable Launch Vehicle Program. \nDr. Leon held a variety of leadership positions in industry\, government and academia. She started her career at Hughes\, Space and Communications Group in 1979\, in the Propulsion Department. She gained experience across the company\, in Systems Test\, Systems Engineering\, Line Management\, and Program Management through positions of increasing responsibility. In 2008\, she was promoted to Vice President of Navigation and Communications Systems within Boeing\, Space and Intelligence Systems\, responsible for the Wideband Global SATCOM System\, the Transformational Satellite Communications System and Global Positioning System IIF satellite systems\, as well as a number of classified programs. MENSCHNER\nColonel Andrew S. Menschner is the Commander\, Position\, Navigation and Timing Delta (Provisional)\, Space Operations Command\, Peterson Space Force Base\, Colorado. The PNT Delta (Provisional) is a ground-breaking blend of operations\, sustainment and acquisitions units designed to increase unified mission readiness and resiliency of the GPS Constellation. In this role\, Colonel Menschner is responsible for around-the-clock operations of 37 GPS satellites; providing warfighters and four billion worldwide users with position\, navigation and timing capabilities; oversight of a $11 billion portfolio focused on development of advanced command and control capabilities; and production and launch of GPS satellites.\nColonel Menschner received his commission from Drake University in 2001. Her responsibilities include managing the new $2B MEO Missile Track constellation and the integration of the system into the overall Missile Warning architecture\, rapidly responding to evolving and emerging threats. \nCol Bogstie was commissioned in 1998 through the ROTC program at Auburn University. Her first assignment was a Minuteman III missile operator/ instructor/ flight chief at Minot Air Force Base\, North Dakota. She then moved to the Air Force Technical Applications Center at Patrick Air Force Base\, Florida as a Systems Engineer for the Nuclear Treaty Monitoring Directorate\, upgrading and installing 15 seismic stations spanning all seven continents. Afterwards\, she became the Chief of Payload Products\, Space Based Infrared System (SBIRS) Wing at Los Angeles Air Force Base\, California delivering the critical SBIRS GEO-2 missile detection and warning payload for spacecraft integration. After attending Air Command and Staff College\, she was a Political Military Planner in the Western Hemisphere Directorate of J5\, The Joint Staff\, Pentagon\, and coordinating Defense Support of Civil Authorities and Pandemic Influenza/Infectious Disease policies with interagency partners. She followed that assignment as Chief\, Space Vehicle Engineering Branch at the National Reconnaissance Office where she led a 1\,500-member joint team for $4.3B+ SIGINT space vehicle development. She then became Materiel Leader for Space Operations with Space and Missile Systems Center’s (SMC) Advanced Systems and Development Directorate at Kirtland Air Force Base\, New Mexico and led the $152M RDT&E Support Complex\, operating $672M in DoD and NASA missions. While there\, she was dual-hatted as Program Manager for the $94M ORS-5 space situational awareness pathfinder program. Following that tour\, she became Chief of the SMC Commander’s Action Group\, where she then lead the SMC 2.0 effort–the largest re-organization in the Center’s 60 years.
