Riedel\, a member of the Senior Executive Service\, is the Director of Contracting\, Space Systems Command\,\nLos Angeles Air Force Base (LAAFB)\, California. She advises 5 Program Executive Officers for Space Programs on acquisition strategy\, contract execution\, and contracting policy and procedures. Ms. Riedel is responsible for more than 600 contracts valued at $72 billion and the career development and training for more than 320 military and civilian contracting professionals. \nMs. Riedel began her Air Force career in May 2003 after graduating from the United States Air Force Academy with a Bachelor of Science in Business Management. During her four-year Air Force career\, she was responsible for a broad range of contracting activities including negotiating and administering multi-million dollar efforts\, interpreting acquisition policy and regulations governing DoD procurements\, and advising the program manager on key decisions by translating complex requirements into executable and sustainable contracting strategies. \nShe separated from active duty with the rank of Captain in 2007 and continued working for Air Force Space Command\n(AFSPC) as a support contractor with MCR Federal. She began her career in civil service in 2011 as the Contracting\nOfficer in Charge of the Enhanced Polar System (EPS) Control and Planning Segment (CAPS) Source Selection in the\nMilitary Satellite Communications (MILSATCOM) Directorate at LAAFB. She then moved to the Advanced Extremely High\nFrequency (AEHF) program where she was the Contracting Officer responsible for a suite of contracts valued at over\n$10B. Following her time in MILSATCOM\, Natalie was promoted to the position of Deputy Chief of Contracting for the\nSpace Superiority Systems Directorate. She was then promoted to serve as the Chief of Contracting Office (COCO)\, Air\nForce Rapid Capabilities Office (AFRCO) at Joint Base Anacostia-Bolling (JBAB)\, Washington D.C. In this position\, she\nmanaged four Divisions and was responsible for a diverse portfolio of contracts including multiple ACAT equivalent\nprograms. Upon graduation in 2006 he moved to Los Angeles AFB\, CA to take on a number of positions integrating space\, ground and user equipment at the Global Positioning System (GPS) Joint Program Management Office\, including Deputy Chief\, GPS Systems Integration Branch. From there Col Little was selected to join a Special Programs unit at Hanscom AFB\, MA in 2010 where he managed a $400M classified portfolio. His efforts earned him a seat at Air Command and Staff College at Maxwell AFB\, AL in 2013 where he graduated with academic distinction. In 2014 Col Little reported to the Pentagon where he served in the Secretary of the Air Force’s Acquisition Integration Directorate as an analyst and as the Military Assistant to the Deputy Assistant Secretary (Acquisition Integration). Upon being selected for command\, Col Little took over the $1B Protected Tactical Enterprise Service program as the Materiel Leader and led his team to an Air Force nomination for the 2018 Packard Award. He subsequently served as the Space and Missile System Center’s Section Commander\, responsible for good order and discipline of over 1\,400 service members. Following his Material Leader and Command opportunities\, Col Little was assigned as the Deputy Chief of the Advanced Development Division and subsequently picked to be the Chief of Staff for the Space Sensing Directorate\, before serving as Chief\, Enterprise Requirements and Architectures Division in Space Systems Command’s Space Systems Integration Office. \nLt Col Little deployed to Iraq in 2007 in support of Operation Iraqi Freedom\, and to Qatar in 2015 in support of Operations Inherent Resolve and Freedom’s Sentinel. He has since served in a wide breadth of assignments at the joint and headquarters level from space to unmanned aerial vehicles to supercomputing and command and control. His career has included assignments at the Space and Missile Systems Center\, US Southern Command\, the office of the Secretary of the Air Force\, the Missile Defense Agency\, as well as the Air Force Research Laboratory and Electronic Systems Center. Prior to his current position\, Col. Spencer led the Space Based Infrared System Geosynchronous Earth Orbit (SBIRS GEO) satellite 5 and 6\, the Wideband Global SATCOM (WGS) satellite 11\, and the Enhanced Polar System program offices. He also was responsible for developing\, planning\, and standing up the United States Space Force’s acquisition field command – Space Systems Center. SSC has a flat organizational structure with distributed S-Staff responsibilities to deliver capability at operationally relevant speeds. Previously\, Col Spencer led the certification of the SpaceX Falcon 9 and Falcon Heavy rockets along with Blue Origin’s New Glenn rocket. During this time\, he gained valuable experience managing multi-faceted programs and collaborating with a wide range of industry and government stakeholders. Furthermore\, his expertise in satellite orbital design\, ground development and operations\, and launch systems integration and operations enabled him to contribute to the development of novel aerospace solutions. \nFrom 2016 to 2018\, Mr. Dolan served as the Executive Director and Senior Materiel Leader\, Launch Enterprise Systems Directorate\, SMC\, USAF. In his role\, he oversees the small \nbusiness offices at LA AFB\, Vandenberg SFB\, and Patrick SFB with the goal of \nmaximizing small business opportunities at the prime and subcontracting level. His goal \nis to foster small business competition within SSC’s $11B procurement portfolio in order \nto deliver the most innovative\, agile solutions to our nation’s warfighter and to expand \nour defense industrial base. \nPrior to coming to SSC\, Mr. Parra was the Procurement Center Representative (PCR) for \nthe U.S. Small Business Administration (SBA) in Los Angeles.  He was responsible \nfor working with federal buying activities in California\, including SSC\, to ensure \ncompliance with relevant small business regulations and policies. \nMr. Parra started his acquisition career path at NASA’s Jet Propulsion Laboratory\, \nthe Defense Contract Management Agency (DCMA)\, and private industry. As a subject \nmatter expert in the field of small business policy\, he was invited to work with the \ngovernment of the Dominican Republic to advise on the creation of a local small business \nprogram.
